Job description:

Main Task

  • Autonomous management and representation of the plant in accordance to cost, timing and quality targets.
  • Ensuring the achievement of all Annual Operation Plan targets to support the defined strategy and targets of the company.
  • Securing of an efficient and cost-effective production at the plant, as well as implementation of a plant specific KVP
  • Securing of a regular technical coordination and a knowledge transfer with other plants and the Schlemmer Group

  • Planning and monitoring of the ongoing costs as well as investments in collaboration with the management of Schlemmer GmbH as well as identifying cost reductions potentials and check monthly achievement.
  • Coordinating, monitoring, occupational safety, accident prevention and environmental protection considering the company’s policies and local legal requirements.
  • Technical coordination of the different plants regarding the whole facilities and logistics processes
  • Responsible for operative and strategic development through / by process and product innovation
  • Development of new customer and market potential as well as strategic cooperations in collaboration with the Business Units and Sales department of the Schlemmer Group

The programme on Climate, Environment and Health of WHO Regional Office for the Western Pacific aims to (i) effectively apply the Thirteenth General Programme of Work (GPW13) though programme development, implementation, monitoring and evaluation of WHO's programme of cooperation with countries in the Region; (ii) efficiently implement the WHO collaborative programmes by promoting technical cooperation, stimulate interest and coordinate support towards health development, based on global and regional strategies and WHO guidelines; and (iii) provide advice on programme and managerial matters encountered in project execution and administrative support.

Duties and responsibilities

Under the supervision of Director, Programme Management, the incumbent will perform the following responsibilities:

  • Collaborate with Member States, medical and public health professionals, nongovernmental organizations, international partner agencies, WHO country offices, WHO collaborating centres, scientific advisory group and other organizations in developing plans and activities on programmes by assessing regional situations and needs and defining priorities for WHO support;
  • Oversee programmes and projects of the Centre, identifying sources of funding, mobilizing resources, and implementing and evaluating the plans and projects, as relevant to the Western Pacific Regional Framework for Action on Health and Environment on a Changing Planet;
  • Guide each technical unit’s support to countries to strengthen policies and technical capacity for climate, environment and health; 
  • Manage and support relevant WHO country staff, Member States, nongovernmental organizations, international partner agencies and other organizations in addressing various environmental health risk factors in accordance with WHO resolutions, international conventions and guidelines and provide risk communications assistance to the Government of the Republic of Korea, upon request, in addressing issues relevant to environment and health;
  • Coordinate intersectoral cooperation for effective and efficient management of environmental and occupational health risk factors at the regional and national levels;
  • Provide the necessary guidance to the Asia-Pacific Regional Forum on Health and Environment; 
  • Manage and provide guideline and support in the activities relating to the increase of awareness of health concerns caused by environmental and occupational risk factors in the Region;
  • Undertake related duties as required, including but not limited to: -Represent WHO and/or the regional office at technical meetings related to the areas of responsibility; -Participate in and support interdivisional and interprogramme coordination and collaboration activities in the Centre; and -Act for other regional staff members when necessary to facilitate continuity of work within units in the team.

Expected experience and qualifications

Education

  • Essential:University degree in medicine with a postgraduate degree (Master's level or above) in public health, epidemiology, environmental health or related fields from a recognized university/institution.
  • Desirable:Residency training specialized in environmental health. Doctoral degree in public health in the area of environmental health and/or epidemiology.

Experience

  • Essential:At least 15 years of progressively responsible experience in environment and health, of which at least 10 years is at the international level with proven track record in implementation of environmental and occupational health programmes. Experience in leading highly-skilled professional Environmental health teams addressing thematic areas such as EBoD, HIA,WASH, air pollution, chemical safety, occupational health, workplace health promotion, environmental noise and/or other issues.
  • Desirable: At least five years of managing a team addressing environmental health issues with a track record of fund raising successes and its successful implementation. Documented record of producing high-level policy, scientific and communication products on environment health (e.g. corporate publications, scientific papers, policy briefs, etc.). Working experience within the WHO or other UN agencies in the area of environmental health at senior level. Experience in the field of international relations, strategic planning, managing change and team building.

Skills

  • Documented experience in implementing environmental and occupational health programmes at the national or international level in the development of evidence-based health and/or environment policies;
  • High-level scientific, technical and medical knowledge on environmental health areas, as demonstrated by publication of scientific and policy papers in environmental burden of disease (EBoD), health impact assessment (HIA), climate change, water, sanitation and hygiene (WASH), air pollution, chemical safety, occupational health, workplace health promotion, environmental noise and other issues;
  • A track record of developing and implementing new projects, and mobilizing resources from the bilateral and multilateral donors in the area of health, environment and climate change;
  • Excellent skills in written and oral communication;
  • -Skillful in modern management methods (performance measurement, design and operation of modern management information systems, planning and evaluation, etc.) with a track record of management of teams;
  • Knowledge of the WHO and UN system would be an asset, as would experience of working with other multi and bilateral development agencies active in the environment and health sectors;
